Examples from other engineering/technology/education projects in the developing world
Here's the link to another wiki which handles an idea summit for engineering projects for Africa and the Subcontinent I think. Obviously that project is far ahead in years and funding, and has many people involved. The money comes from grants, because it's organized around the university. And the involvement comes from volunteers - students and others. I think they deal with corruption by simply going around the officials, even locally. Also the technology they provide is ingenuous but cheaply made. http://www.appropedia.org/IDDS
Greg Mortenson builds schools in Pakistan, with local materials, and he has to deal with corruption and many other issues. His story is very powerful, and long-drawn (not quite imminent success) - but lots to learn from. He does it by building strong relationships with people in the community, and essentially drives them to become involved. Obviously Pakistan and Sierra Leone are different countries, but he must be doing something right, he's not local either. http://www.gregmortenson.com
